Meantime, Projo.com reports on an unprecedented drive to make Rhode Island “the safest state in the nation,” by adopting a tough new fire code and requiring sprinklers in most nightclubs and many other places where people gather.
After legislation was approved unanimously at the State House after a summer of high-profile hearings, high hopes collided with reality over the next few years: original deadlines to install sprinklers proved extremely tight; many clubs failed to hit the targets. The deadline for banquet halls to be up to code was extended.
Critics of the code are preparing for another effort to revisit the fire laws enacted after the Feb. 20, 2003, fire that killed 100 people.
And though most Rhode Island clubs have complied with new sprinkler and alarm requirements, owners of some nightclubs and banquet facilities continue to say they need more time to install safety equipment that can cost as much as hundreds of thousands of dollars — an investment that doesn’t generate any additional revenue.
